A Proven History
Catalina Medrano was named the Emergent Bilingual (EB) Division manager for parent and family empowerment at Texas Education Agency, and played a key role in the development of an EB family toolkit for use by school leaders in Texas. Her philosophy emphasizes the idea that communities thrive when every voice is heard and empowered to enhance the effectiveness of local schools. Multilingual parents and their communities possess valuable cultural and linguistic assets, making them important stakeholders. By equipping schools with the means to utilize the strengths of their communities, we can enhance and fortify the educational outcomes for students across Texas.

Catalina is proud to highlight the success of Nacogdoches ISD that dynamically implemented the pilot PFE initiative under her leadership through Texas Education Agency (TEA). Dr. Evelyn Sauceda, Multilingual Director at NacISD, rigorously and effectively implemented the pilot project and was named Texas State Leader of the Year for her outstanding work transforming and empowering her multilingual school community.
